About Aliarse

Aliarse is a nonprofit foundation that began its work in 2007

and has since been working with multiple stakeholders and sectors to co-create solutions that serve people, societies, and the planet.

We firmly believe in the power of collaboration to address complex challenges and achieve shared goals in an effective and sustainable manner.

Together with our partner organizations, we manage projects and initiatives that improve the quality of life for thousands of people, the vast majority of whom are in vulnerable situations.

The work we do helps bridge gaps and expand opportunities.

Public Policy Advocacy

Creating impact at scale requires more than managing partnerships. At Aliarse, we work intentionally to strengthen the enabling environment for public-private collaboration.

Our advocacy efforts focus on ensuring that public policies, regulations, and programs facilitate and strengthen multisector collaboration.

This includes everything from legislation and institutional protocols to the capacities within public institutions to effectively manage collaborative processes.

Aliarse’s advocacy work is neutral and non-partisan, guided by the principle of creating public value.

Our Contributions

2018

Decree No. 40933

Regulates the development, promotion, and management of Public-Private Partnerships (PPPs) for development in the public sector.

2018

Guide for the formation of public-private partnerships for the development of the Ministry of Public Education.

2019

Organizational strategy for strategic alliances of the National System of Conservation Areas (SINAC).

2023

Multisector consultation and inputs for Bill No. 24,009, the Framework Law on Public-Private Associations.

2025

Multisector consultation and drafting of Bill No. 25,297, General Law on Partnerships for Development. Mixed financing scheme for non-profit purposes.

2026

Begins emphasis on Public-Private Partnerships in the Bachelor’s degree in Public Administration at the University of Costa Rica (UCR).

Our history

2007-2011

  • 2015 — Aliarse expands internationally with the New Employment Opportunities program, focused on youth employability in Colombia, Mexico, the Dominican Republic, Paraguay, and Panama.

  • 2018Skills for Life: launches training programs for employment.
    Community-based projects to improve access to potable water begin in several countries in the region, in partnership with Coca-Cola.

  • 2019Alliance for Climate Action: a public-private platform mobilizing the business sector toward climate action in Costa Rica.

2015-2019

  • 2020Transfórmate HP LIFE: provides training and support to strengthen SME competitiveness.
    Inclusive Recycling: optimizes value chains to increase the recovery of recyclable waste and improve conditions for informal waste collectors.

  • 2022Management for Development Results Award from the IDB, 1st place in the intersectoral category for impact on employability and development.

  • 2023 — Collaboration with The Ocean Cleanup in Guatemala to prevent waste from the Motagua River from reaching the sea.

2024–Present

  • 2024 — Aliarse becomes the first Center for the Sustainable Development Goals (IDG) in the world.
    Costa Rica Recupera: collaborative effort by the beverage sector to increase the recovery of plastic placed in the market.
    Joint recognition from the Ministry of Labor (MTSS) and the National Institute for Women (INAMU) for best socio-labor practices and gender equality.

  • 2025 — Strengthening the competitiveness and sustainability of over 3,000 startups and SMEs in Guatemala, Costa Rica, and Panama.

    We continue to foster multisector partnerships that transform societies into equitable and inclusive communities!
